Fill both bags with water or sand and set them into the PVC bases where the arch will stand.
Unfold the shock-corded fiberglass sections so they click into one long pole.
Push each end of the pole into a PVC pipe on the bases; move the bases to set the height and width.
Outdoors, add the ground stakes and tie the ropes; indoors, the weighted bases or a wall do the job.
Use the pump to fill balloons in a mix of sizes, then tie them in pairs or fours with the knotter.
Clip the bunches along the pole and fill gaps with small balloons, greenery or flowers.

The poles have a good thickness and feel sturdy while still being flexible enough to form the arch… practical to take apart and reuse.
